Configures the routing area identifier

<1-16777215> – Specify a value from 1 - 16777215.
The level 2 area ID is the global MiNT area identifier. This area identifier separates two overlapping MiNT
networks. Configure the level 2 area ID only if there are two MiNT networks sharing the same packet
broadcast domain.
