Parameter:
is the lifetime of SAC_QUERY state, the range from 1 to 10, the unit is

Global Mode.
Default:
SAC_QUERY state binds the lifetime as half a second.
Usage Guide:
Reset the binding lifetime of SAC_QUERY state as <max-dad-prepare-delay> or half a second.
Example:
Configure the lifetime as 10 seconds.

SAC_BOUND state binds the lifetime as 2 hours (7200 seconds).
