track point away from the anchor point. This enlarges (scales up) the
selected object, but, all sides do not move equally in relation to the anchor
point.

With the [
CTRL]
key held down, the side opposite the track point being
dragged - in this case, the bottom side - does not move in relation to the
anchor point. The other three sides (top, right and left) move away from the
anchor point while the bottom side retains its position relative to the anchor
point. Of course, this would also be true if the object were scaled down as
well; the difference being that the top, left and right sides would move
towards the anchor point while the bottom side retains its position.
