Clears learned Address Resolution Protocol (ARP) entries but does not
remove any static ARP entries:

normal(0) – Do not clear learned entries.
•
clear(1) – Clear learned entries.

Valid values: Up to 240 minutes. A value of zero (0) means that the entry
will not age out.
