This command is specific of GPRS function and causes the MT to
perform whatever actions are necessary to establish
communication between the TE and the external PDN.
‐ GPRS Service Code, a digit string (value 99) that
identifies a request to use the GPRS
‐ string that identifies the called party in the address space
applicable to the PDP.
‐ a string that indicates the layer 2 protocol. For
communications software that does not support arbitrary
characters in the dial string, the following numeric equivalents are
used:

You can issue this command on a non voice device, however, the result is no carrier, because you are only able
to originate a voice call on data‐only devices.
