from a central location. This may be one system for an entire complex of
buildings or one system for one building.

building enclosure. The boundary or air barrier separating the interior condi-

tioned volume of a building from the outside environment. See enclosure.

building envelope. See enclosure.
Building EQ. Tools and methods for linking Energy Performance of Build-

ings Directive (EPBD) and continuous commissioning; homepage www.
buildingeq-online.net.

building management system (BMS). Similar to the building automation

system (BAS) and energy management system (EMS). A digital control
system that is used to monitor and possibly control the function, opera-
tion, schedules, or optimization of the building’s HVAC equipment, pro-
cess equipment, or building conditions (e.g., lights, temperature) from a
central location. This may be one system for an entire complex of build-
ings, or one system for one building.

building stock. A group of buildings being considered, at least initially, for

assessment. The list may include buildings of similar archetype or vari-
ous archetypes such as building type, mission or function, square footage,
services utilized, or other information that may be necessary to determine
what is available for consideration.

BuildingWise. A control system that possesses logic to develop the desired

conditions to optimize a building’s operations.

business case. The economic analysis to show the cost and productivity ben-

efi ts resulting from the implementation of an energy conservation mea-
sure. This may also be referred to as an economic feasibility cost analysis
or life cycle cost analysis.

cfm @ 50 Pa or cfm 50. cfm @ 50 Pa is the fl ow rate, in cfm, required to de-

pressurize the building to –50 Pa.

commissioning. The process by which an equipment, facility, or plant (in-

stalled, complete, or near completion) is tested to verify that it functions
according to its design objectives or specifi cations.

conditioned volumes. Any space maintained above 10 °C (50 °F) in winter

and below 27 °C (80 °F) in summer.

cream skimming. Also called low-hanging fruit. A technique in which only

the easiest and most benefi cial energy conservation measures (ECMs) are
identifi ed. These ECM typically have very good energy savings that may
produce a very good return on investment. Unfortunately, these ECMs
are implemented as a stand-alone project, which prevents the opportunity
to combine them with ECMs of lower energy savings potential. This ap-
proach is known to impede the possibility of achieving an optimum energy
savings for the building as well as site improvements. This approach is im-
portant for large capital projects to improve their energy savings.
