long-term planning, etc. (Figure 12).

Evaluations of energy assessment schemes show that the client organizations

fi nd the energy conservation measures and auditors’ views useful for energy and
facility management. An energy auditor looks at daily routines and questions
energy-consuming habits from an outsider’s point of view. The energy conserva-
tion measures may have been known, but having an expert show the potential
and profi tability in his or her calculations is usually necessary for the budgeting
and actual implementation of the saving measures. The energy assessment is
a useful tool for operation and maintenance staff and also for facility manage-
ment. The assessment report is not always seen as a tool for continuous use, but
rather as an academic study on energy conservation measures that is read, put
on the bookshelf, and forgotten. Instead, the report should be considered as a
continuously changing data source. By updating energy tariff data, some saving
opportunities may become profi table in two to three years after the assessment;
some saving measure may be connected to other works that are done on site
anyway, etc. The results from the energy assessment can also be exploited in ret-
rofi t design when energy effi ciency improvements are considered in connection
with a major renovation. Therefore, there should be a link from the energy as-
sessment scheme into budgeting and long-term facility management planning.

3.4 Operating an Energy Assessment Scheme

In this chapter, the “energy assessment scheme” means the procedure by which
the owner or operator of a large building stock has the various sites analyzed
according to a systematic procedure over a period of several years.

The scheme has certain goals, maybe a fi xed time frame, some resources

for the administration, and a monitoring system for keeping track of the results
that have been achieved. The operator of the scheme usually has some sort of
