INTRODUCTION
1.1 Objective
The objective of this work is to create an energy assessment methodology and
procedure suitable for different types of sites, including a variety of different
buildings. The main emphasis is effi cient assessment project management, not
building- or process-specifi c technical details.
1.2 Scope
This document describes an energy assessment protocol for different types
of facilities and provides checklists for energy ineffi ciencies and waste and a
consolidated list of typical energy conservation measures (ECMs).
The results of showcase studies at selected U.S. Army installations, depots,
and arsenals associated with this project are documented in separate reports
(Zhivov, et al. 2006, Underwood, et al. 2008a, 2008b, 2009a, 2009b).
An energy assessment includes
Analysis of energy streams in the target, which may be a building stock

or portfolio or an individual building or system
Evaluation of existing saving potentials in the target

Development of recommendations on an effective utilization of energy
■
The scope and depth of the assessment may vary (Figure 1). The depth
of energy assessments can be classifi ed into a prescreening phase and subse-
quent three levels. The three levels differ in their objectives, scope, methodol-
ogy, procedures, required instrumentation, and approximate duration.
The Level 0
■
Assessment is a prescreening visit to the site. The purpose
is to select the facilities for the Level I assessment. In this phase, the
situation of metering and monitoring must be checked, and the collec-
tion of basic information will begin.
The Level I Assessment
■
is a preliminary energy and process
optimization opportunity analysis that consists primarily of a walk-
through review and analysis of existing documents and consumption
fi gures.
