1. Edit an adjustment layer into a track above two or more clips.
2. With the adjustment layer selected, type "Transform" in the Rapid Find box of the Effects panel. The Transform effect will then appear.
Double-click the Transform effect to apply it to the adjustment layer.
3. Place the playhead at the In point of the adjustment layer.
4. Click the stopwatch to set a keyframe for a transform effect, like Scale Height or Rotation.
For Scale Height, check the Uniform Scale checkbox.
5. Move the playhead to the Out point of the adjustment layer.
6. Click the set keyframe icon to set a second keyframe.
7. Enter a new value, or use the slider to scale the clip up or down.
When playing back the sequence, the clip now has a transform effect that animates over the span of two or more clips.
