UPI (User Payload Identifier): Indicates the type of payload conveyed in
the GFP Payload Information field. When not in through mode, the UPI
is set to Framed Ethernet (0000 0001), Transparent GbE (0000 0110)
for Gb Ethernet, or Framed 64B/66B Ethernet (0001 0011) for ODU2 to
10G Ethernet test case. In through mode the following UPI choices are
available from the test setup only.
