If RSET input was set too early: reset again

Remedy: Check all conditions and then reset

The global parameter may be set in OB120 using SB071.

The data blocks must consist of their total length of 1024 data
words and have READ/WRITE access (see Chapter 5, section
entitled “Administration data blocks...”).
