Sequentially count the axes, starting from the axis number specified in operand 1 as the
first axis.
A BASE command is effective with PRED, PRDQ, AXST, ARCH, PACH, PMVP and PMVL
commands as well as actuator control commands and zone commands. Take note that
zone areas are assigned to each actuator using parameters.
