In MultiStream mode, the minimum data rate calc is EDR + MDR = ADR where:
MDR = (PIIC1 + PIIC2) * 1.015 for Normal Frames
MDR = (PIIC1 + PIIC2) * 1.05 for Short Frames
In non-MultiStream mode (Ethernet Only): MDR = ADR
In non-MultiStream mode (Assume PIIC 1 G703-E3): MDR = ADR
