BLOCK LTHFLD:

If the size is set to 0, the block length field is not considered
to be part of the block; and the length of a block on the tape is
the actual physical block length.

The LTHFLD parameter may be overridden if RECORD
STRUCTURE is changed through tape label processing.
BLOCK OFFSET
Specifies the location of the block length field.

BLOCK POSTAMBLE
Specifies the length in bytes of the extraneous data at the end of
each tape block, measured from the end of the block backwards
to the end of the last logical record.
