Sets or returns AUPC operating parameters, in the form abc.cd, where:
a = Defines action on max. power condition.
0 = do nothing
1 = generate Tx alarm
b = Defines action on remote demod unlock.
0 = go to nominal power
1 = go to max power

In IP-ACM mode:

Response is 99.9 if remote demod unlocked.
