While the receive descriptor is unavailable, the Rx state machine will enter Halt state. The user has to
issue a write command with any data to Receive Start Demand register to restart the Rx operation.
Only while Rx state machine stay at Halt state, the write command to Receive Start Demand register
can affect the Rx operation.
