2.) Configured scale factors are 0.001 to 30000. The unscaled total is divided
by the configured scale factor to get the scaled count.
3.) The calculation for 1 count is based upon the display multiplier and scale
factor. Since the scale factor is a divisor of the count, it has an inverse
effect on the display multiplier when calculating count and so a multiplier
of 10 times a scale factor of 0.1 equals 1, or 1 count equals 1 unit.
4.) The rollover time is based upon a maximum totalizer count of 9,999,999
when the decimal place is nnnn., or 999,999.9 when the decimal place is
nnn.n, etc.
