Type of the peer PE. If you specify a peer as a UPE, the peer is a user access convergence device
in the H-VPLS model. If you specify the backup-peer keyword when creating the peer, the local PE
is a UPE and you create a primary NPE and a secondary NPE on it. On a UPE, you can configure
only one pair of primary and secondary NPEs. The specified remote NPE peers must be fully
meshed, while it is not necessary for a UPE to connect with all the NPEs.

PW class template to be referenced. A PW class template defines the PW transport mode and
tunneling policy to be used.
