TA writes an entry to the SIM list of preferred operators at location number dex>. If is given but is left out, the entry is deleted. If is
given but is left out, is inserted in the next free location.
location number
string type; operator in numeric form; GSM location area identification
number
Note: is a 5 digit number, 3 digits country code and 2 digits for
the Network provider.
