Used to select the serial communication baudrate, select various
communication conditions, and clear the alarm history.

0: 9600 [bps]
1: 19200[bps]
2: 38400[bps]
3: 57600[bps]

Alarm history clear
0: Invalid
1: Valid
When alarm history clear is made valid,
the alarm history is cleared at next power-on.
After the alarm history is cleared, the setting
is automatically made invalid (reset to 0).
