get_write_strobes()
This nonblocking procedure gets the write_strobes field array elements for a transaction that is
uniquely identified by the transaction_id field previously created by the
create_monitor_transaction() procedure.

Arguments write_strobes Write strobes array.
index (Optional) Array element number for write_strobes.
