Tune the rate to eliminate overshoot on startup or after the set
point changes.
The rate setting will not influence the percent power if the
process value is more than twice the proportional band from the set point.
When set to [`)00], rate is disabled.

[``US] and [`Pb2] is set higher than [```0].
