Sets the weight value for the queue.

This example sets the weight of the queue for RED Pack 3 to -8.

redID
The value identifying the particular RED Pack.
wq-value
The queue weight for the particular RED Pack.
Values range from -10 through -7. -10
responds less quickly to instantaneous changes
in traffic flow. -7 responds more quickly to
changes in traffic flow.
