MaxPD as defined in the Q.2110 Specification.

This is the maximum iacceptable value for the state
variable VT(PD) before sending a POLL PDU and
resetting VT(PD) to zero.
This parameter is an upper limit for counter VT(PD)
that sends a POLL PDU after every (MaxPD) SD PDUs.
