Add Adjustment Factor Date dialog
 Enter the value to apply to the entity reading in the Factor Value field.
 Enter or click on the calendar icon corresponding to the Effective Date
field to designate the date upon which to begin applying the adjustment
factor to the selected entity. Then, select the hour and minute on the
designated date to begin applying the adjustment factor from the
associated drop-down lists.
 Click on the Save button.
