explanation
Cause.
The utility configuration file record for this utility has one or more incorrect
data elements in it. More specific information is usually supplied by additional error
text in the message.
Effect.
The utility cannot be created.
Recovery.
Correct the utility configuration file record and reissue the command. See
the NonStop NET/MASTER Management Services (MS) System Management Guide for
information on correcting the utility configuration file

Expecting CLEANUP DOWN or CLEANUP STOP
Cause.
You supplied a parameter to the CLEANUP command that was neither DOWN
nor STOP.

The command is not processed.

Correct the command and reissue.
