Sets/Queries the percentage of the population which falls to the left (or below) the desired percentile.
For example, the median is the 50th percentile, or the horizontal coordinate of the histogram at which
50% of the population falls to the left.

This control allows you to control the precision or resolution in the percentage. The default is 1%. But
you can set the resolution to as low as 1e-6 % (one part in 1e8). This is useful for finding approximate
confidence limits.
