When this action control is activated it sets the Percent level to 50% and then sets the Absolute level
to correspond, that is, halfway between base and top of the reference clock waveform.

This control chooses whether the threshold level is specified as an abolute value in vertical units of the
reference clock signal, or as a percent of base (0%) to top (100%). See also RefAbsLevel and
