Check whether HDLM has been correctly installed.
KAPL09504-E The language environments of HDLM and
the Service Pack are different.
Details
The Japanese SP was applied to the English
edition of HDLM, or vice versa.
Action
Acquire the SP that has the same language as the
installed HDLM, and then try again.
