BOOL bIsExclude Specifies whether ExcludeNOTIFY is set or not.

Return Value
None.

Remark
For each capture item (corresponding to StateId), ExcludeNOTIFY shows whether NOTIFY

primitive is excluded from sample or not. Sets ExcludeNOTIFY attribute or not.
