The Dolby AC3 encoder has automatic data rate modes:

Auto 384
•
Auto 448
The data rate is adapted to the channel coding (1/0, 2/0, …, 3/2 ) where
384kbps and 448kbps are the maximum rates. This is the recommended
mode.
Note: The standard data rate for ATSC transmission in the USA is
384kbps.
The Dolby AC3 encode data rate may be set to any one of the following:
32kbps, 40kbps, 48kbps, 56kbps, 64kbps, 80kbps, 96kbps,
112kbps, 128kbps, 160kbps, 192kbps, 224kbps, 256kbps,
320kbps, 384kbps, 448kbps, 512kbps, 576kbps, 640kbps.
