get_read_data_phase()
This blocking procedure gets a read data phase that is uniquely identified by the transaction_id
argument previously created by the procedure. If this is the last phase (beat), then it sets the
transaction_done field to 1 to indicate the whole read transaction is complete.
Example
-- Create a read transaction with start address of 0.
-- Creation returns tr_id to identify the transaction.
