unacknowledged diagnostic is GOOD or BAD. Only writeable in DEBUG.
GOOD 0 Quality when the block STATE is RUN or HOLD.
BAD 1 Quality when the block STATE is OFF.

NOTE: When a configuration is downloaded, the configuration software initially sets
the sequence to start on Step 1. The Step on Cold Start attribute must
not be configured as previous for download because this results in the
sequence being set to Step 0 which prevents the block from starting.
