GOOD 0 Quality when the block STATE is RUN or HOLD.
BAD 1 Quality when the block STATE is OFF.

When a calculated step is out of range or a syntax error is detected in a transition expression
the block reports the diagnostic error as BAD STEP ERROR and takes action in accordance
with the configuration of Attribute No. 43, Bad Step Error Action.
