Function:
This command is used to configure the speedrate of DR sending register packets, the unit is
packet/second. The “no ipv6 pim Register-rate-limit” command restores the default value. This
configured speedrate is each（S, G）state’s, not the whole systems.
Parameter:
ranges from 1 to 65535
Default:
No limit for sending speed
