1: The IP address is set. (Fixed)
2 or higher: Not returned with the CB-EP100.

This bit is set to 1 when "TTL Value" or "Mcast Config" is
set.
This bit is cleared to 0 when the power is turned on again
or the reset service is run.

Pending
This bit is set to 1 when an "Interface Configuration" is set.
This bit is cleared to 0 when the power is turned on again
or the reset service is processed.
