Drag to adjust the selection.
The current dimensions of the selection appear at the bottom of the Tool
palette as you drag.
Selecting a rectangle of a specific size
To specify the size of a rectangular selection before you select it, follow
these steps:

Double-click the Marquee tool.
The Rectangle Options dialog box appears.

Click the Fixed Size button to activate the Width and Height controls.
If necessary, use the pop-up menus to select different units of measurement.

Type the width and height of the rectangle you want to select in the Width and
Height boxes.

Click OK to close the dialog box and confirm your settings.

Move the pointer over the image window, press the mouse button, and don’t release it.
A selection rectangle of the size you specified appears. Its upper-left corner is
located where you clicked. You can drag any corner to position the selection.

Drag the selection rectangle until it is positioned correctly, then release the
mouse button.
