Set Sensor Settle Percentage

Remarks:
Sets how long the system waits for the signal to settle. The value parame-
ter is only used in DEFAULT measurement sensor mode. The settling time
allows some control over the tradeoff between speed, and the extent to
which a measurement has settled to its final value.
