Interval and synchronization times are presented in milliseconds. For
synchronization time, however, only full seconds correspond to actual
time. The milliseconds only give the order of execution for timed events
synchronized to the same second.

time Time after midnight to which the timer is synchronized
Timezone Select whether the timer is tied to local time (default) or
to Coordinated Universal Time (UTC)
Type Timer type: 0=single shot, 1=periodic
Scale Timer scale:
0=relative to start of timing services, that is, system
startup.
1=absolute time
