CROSS_BOUNDARY_OPTIMIZATIONS
This setting specifies whether the Compiler should optimize across the partition's boundary. If enabled,
the Compiler may be able to optimize the logic inside the partition by applying various cross-boundary
optimizations, such as constant propagation and dangling logic removal. Specific cross-boundary
optimizations are enabled by individual assignments.
