POWER_HSSI
If the transceivers are unused, setting this option to \"Opportunistically power off\" directs the Quartus II
software to consider the transceivers as powered down. Setting this option to \"Power on\" directs the
Quartus II software to consider the transceivers powered regardless of their use. This setting affects the
VCCA, VCCH_GXB, and VCCL_GXB power rails.

Notes
The value of this assignment is case sensitive.
