CARRY_OUT_PINS_LCELL_INSERT
Directs the Fitter to enable or disable logic cell insertion when the I/Os are fed by carry or cascade chains.
When this option is turned on, the Fitter inserts logic cells where they are needed to improve fitting.
When this option is turned off, the Fitter inserts logic cells only to solve deterministic no fits.
