nSignType Indicates whether the Tandem two's complement
number is signed:
TDMGW_CONV_BIN_SIGNED = Sign
TDMGW_CONV_NOT_SIGNED = No sign
nDecimalPlaces Number of implied decimal places in the Tandem two’s complement
number. If this value is negative, then this is the scaling of the Tandem representation.
