S31 indicates bit mapped options status.

This value indicates what should happen upon a LAPM failure. These
fallback options are initiated immediately upon connection if S48=128. If
an invalid number is entered, the number is accepted into the register, but
S36 will act as if the default value has been entered.

Modem disconnects.
1 =
Modem stays on-line and a Direct mode connection is
established.
2 =
Reserved.
3 =
Modem stays on-line and a Normal mode connection is
established.
4 =
An MNP connection is attempted and if it fails, the
modem disconnects.

An MNP connection is attempted and if it fails, a Direct
mode connection is established.
