Class introduction

Represents a range of capabilities of the PrimordialPool. There is one instance of this class, and it is
associated to the HPSVSP_PrimordialPool. Due to the relationship between HPSVSP_PrimordialPool,
HPSVSP_PrimordialPoolStorageCapabilities, and HPSVSP_PrimordialPoolSetting, the implementor
may choose to implement all three classes in one provider.
