This is the wait time before answering to a detected U3.Exit
LFPS input. Instead of starting LFPS handshake as soon as
U3.Exit detected (in U3 state), BE will wait first for the
specified time and then starts sending LFPS in response.
Value specified is the number of 8ns periods

before sending handshake. As a U3 exit follower, BE will
ignore this number of detected 10ms U3.Exit LFPS signals
