Select installation folder as ‚c:\cygwin‛.
Select a folder which Cygwin-Setup.zip is
unzipped. .
If it is unzipped in C:\cygwin-Setup folder,
select ‚c:\cygwin-setup‛ folder..
Select the package to install.
Only select ‚Devel‛ as left picture.
Make sure the option changed to ‚Install‛
from ‚Default:.
