0x42 - RTG QuickStart Control
This message allows the StarFire RTG navigation solution to be initialized to a known position
and therefore eliminate lengthy pull-in times. This message is used for both commands to the
Starlight and responses from the Starlight.

On input, the Mode field contains one of the following values:
QuickStart can not be initiated until the receiver is in a “RTG Dual” state, typically 3
minutes after startup.
0x00 - IDLE - Cancels an initiated or in progress QuickStart without resetting RTG
navigation. Also can be used to return the reported QuickStart mode to ‘Idle’ from either
‘Completed’ or ‘Proximity Failure’ as described in 1b) above.
0x01 - RESET - Cancels an initiated or in progress QuickStart and causes a full reset of
RTG navigation.
