0x86 - Channel Status - 18 + (14 x N) bytes
This message contains: over-all receiver channel status, GPS week and time of week, solution
status, number and ID of satellites tracked, number and identity of satellites used in solution,
and PDOP. Repeated for each satellite: channel tracking status, channel number, current IODC,
elevation, azimuth, C/A ratio, P2 C/A ratio, dGPS data stage, and hardware channel number.
