If IOP is not Present, W9 to W13 are not present, and the block is shorter. W12 will
then move up to the W9 position in the message.
Example: W3 {03 01} and W12 {0E} highlighted below in black indicates the GPS
engine software version is 3.1.14. The engine serial number (in red) W4 {54
43} is 17,236. The serial number is <40,000, so this is an NCT-2000D
engine. If the serial number is >40,000, it is an NCT-2100D.
